A new ethical framework for local authorities has recently been introduced nationally. It is intended to help ensure high standards of conduct in local government.
All authorities have a responsibly for their own standards of conduct. All except parish/town councils are now responsible for their own standards committee. In the case of Embsay with Eastby Parish Council, the Standards Committee of Craven District Council in whose area the village is located acts on its behalf and performs this important function.
All authorities are required to adopt a Member's Code of Conduct consistent with a view approved by Parliament. Following their election, all councillors are required to give a written declaration that they will duly and faithfully fulfill the requirements of the role of Councillor according to the best of their judgment and ability. Coupled with this declaration is the requirement to give an undertaking to observe the code as to the conduct which is expected of members of their authority.
Members of Embsay with Eastby Parish Council fully subscribe to this code. It is reviewed and confirmed by the Parish Council at the annual council meeting in May of each year.
